Since I also tried repairing my WinXP Pro installation to fix this, I still had to use the "reregister. (I put them in a new subfolder during debugging, just in case it was not the problem, but then I deleted the subfolder with no impact.) It seemed to fix my problem when nothing else did. So, if you are having some problems like this, look in the Installer folder and delete these. Once msiexec runs out of file name choices, apparently the process fails and causes the 1711 error.
The xxxx is replaced by a sequence number when the file is created. What I found is that I had thousands of these, all of length 0 KB, and all had the same creation date. It's a temporary file created by the installer, called MSIxxxx.tmp. I finally figured out that the file that could not be written was trying to go into this folder. such as checking security settings for the C:\Windows\Installer folder, etc. I tried all of the posted suggestions from MS as well as forums.
